The Chairman of the WTO General Council released the first draft of the Council’s report today. Services have not been given equal treatment with agriculture and goods.

We hope that the Indian, Brazilian and U.S. delegations and others will continue their effort to obtain equal treatment for services during meetings next week. Annex C on Services is sound except that no date is set for submitting revised offers.
