WTO Members Put Forward Plurilateral Services Requests

On February 28, 2006, WTO members began putting forward a series of "plurilateral" requests in key service sectors. Under the plurilateral, or "collective" request process, interested groups of countries are voluntarily making joint requests to specific groups of other countries to liberalize particular services.  
 
This approach was agreed at the Hong Kong WTO Ministerial meeting in December and is intended to supplement, not replace, the traditional bilateral request-offer negotiating process.  
 
Plurilateral requests are being made in the following service sectors:
 
air transport services
architectural and engineering services
audiovisual services
computer and related services
construction
distribution services
education services
energy services
environmental services
financial services
legal services
logistics services
maritime transport
postal and courier services
telecommunications
crossborder services (mode 1)
movement of personnel (mode 4)
